LAGOS. 19th April 1947.

I am directed to refer to para: 53 of the Harragin Report and to say that the grant of salary credits on initial appointment for previous professional experience and/or qualifications has now been approved in several instances and I am to ask for your recommendations regarding the application of this principle to posts in your Department. It is desirable to formulate a general scheme if possible to ensure uniformity and to avoid the necessity of dealin with numbers of individual cases on their merits as they arise. Such a scheme could, of course, apply only to appointments on probation or on probationary Crown Agents agreements to posts in the permanent establishment and not to temporary appointments.

I am to ask that if there are any such posts, you should inform me of them as early as possible and should make recommenda- tions for the definitions of the minimum experience qualifying an Officer for the post concerned, & stating whether service after obtaining such qualifications & before joining Government should in your opinion count in full or in part towards salary increments, bearing in mind that the maximum number of years' credit which can be reckonable for this purpose is four.

3. I am to append for your information and guidance a note of the scheme which has been approved for Accountants:-

(a) A candidate holding an approved qualification may be

granted one increment in the salary scale attached to the post to which he is appointed for each completed year of professional experience after acquiring the qualification.

For the purpose of the formula approved qualifications are Associate Membership of one of the undermentioned Institutes:-

Institute of Chartered Accountants (England, Scotland

and Irelend).

Society of Incorporated Accountants and Auditors Chartered Institute of Secretaries

Association of Certified & Corporate Accountants (previously known as The London Association of

Accountants and Auditors).

(1) A candidate not holding an approved qualification may

be granted one increment in the salary scale attached to the post for every two complete years of approved financial or accounting experience after the age of 23. Approved financial or accounting experience is held to me an not less than four years continuous experience any of the following:-

A Bank

Office of a practising firm of Chartered or

Incorporated Accountants

Office of a City or Borough Treasurer Finance or Accounts Branch of one of H. M.

Government's Departments or Public Company Insurance Company,

Etc."
